What is the best instrument for a marching band?

Roses are red, violets are blue, big deal, so are crayons.

The best instrument for a marching band would be brass and percussion. Woodwinds are adversely affected by changing weather conditions whereas brass instruments can tolerate weather changes better. Also, brass and percussion are heard better outside.
