how would i know when a note that i learned as one position on the fret board changes to another position. example [ a note placed on the 2nd space of the staff is 3rd string, 2nd fret,[A] the note could also be 4th string 7th fret or 5th string 12th fret. am i just having a brain fart or is there something i am not seeing.

I think I know what you are talking about. In all those positions, that note sounds exactly the same, right? If yes, then it doesn't matter which position you choose to play it, just whatever is easiest. That's how it is with other stringed instuments also, like violin and what not. Just do whatever position is easiest for the piece of music you are playing.
