I need to know what two quarter notes with a spiccato underneath each note connected by a slur is called?????

Do you mean staccato? I don't know what spiccato is.

Two quarter notes with staccatto marks under a slur mean to play in the same direction with the bow, with a space between the notes. There is really no technical name for this combination of note articulation, however it is known as "hooked" or "linked" bowing.

For a wind instrument, I was always taught that that was a legato or "D" tongue.

Definition: [n] bowing in such a way that the bow bounces lightly off the strings

Not sure how this relates to your case, but this the definition of spiccato.
