The mark is actually more pronounced than ~, but this is the only key on the PC keyboard that comes close to it. The Rubank Books define it as_"consisting of four tones: the next scale tone above the written Tone, the written tone itself, the tone below the written tone, and the written tone again.
Fro eaxample if the turn mark(~) is above a G, you would quickly play G,A,G,F# and G then the next written note (whatever). Hope this helps. Almost any Rubank woodwind book has a good explanation of musical ornaments.
