Registered: 6/24/2004 | posted: 6/24/2004 at 6:02:03 PM ET The downbeat is the first beat of the measure. For instance, in a 2/4 meter, 1 is the downbeat and 2 is the upbeat!
In a 4/4 meter, the 1 is the downbeat. (i.e. 1 2 3 4, 1 2 3 4) etc.

It has been my experience that conductors do not tap their feet. A good conductor must be able to internalize the beat just as a good musician should be able to.
